The organization started with the vision of a civil society group, led by Mrs. Kena Moreno, who saw the need to counter drug abuse, raising awareness among different social sectors of the country as an issue. With foundation of the first Attention Centre for Young Addicts, the organization started to join efforts and receive support from various agencies, governmental and non-governmental, and of the community in general. Since 1982, CIJ is incorporated to the country's health sector, established under the Ministry of Health. With 45 years of experience, CIJ has continuously attended the problem of addictions in Mexico, offering prevention, treatment and rehabilitation services, along with scientific research on drug use in the country.
