DTA has established and implemented public facilities and services financing programs ranging from the quantitative analysis of a single financing mechanism for an individual public facility, to preparation of a comprehensive public financing plan, covering multiple facilities and public services through multiple financing mechanisms. The firm also provides fiscal and economic impact and development impact fee consulting services, and is experienced in grant writing for federal and State funding and tax credit programs. All of these capabilities are frequently combined with our infrastructure finance consulting services to develop public infrastructure and services financing strategies and plans. DTA is a registered Municipal Advisor with the Securities and Exchange Commission and the Municipal Securities Rulemaking Board (ID # K0961). DTA's 31 years of public finance experience, including the administration and management of the billing and collection of special assessments and special taxes, provided our firm's segue into the PACE industry starting in 2010. While there are significant differences between PACE Program formation and implementation as compared with these same activities undertaken on behalf of traditional assessment districts and special tax districts, DTA's wealth of experience enabled our firm to quickly adapt to many of these differences and develop new procedures and software to actualize a PACE Program. As DTA further developed its PACE Program consulting expertise, and invested considerable resources to develop its best in class software, the firm established PACE Assessment Advisors to focus on its growing PACE business.
