We operate as a business unit and have no budget allocated as of right. We are paid by other Council units for carrying out Council work when it is assessed as the best value for ratepayers money. Partial rates funding is provided for venues (Convention Centre and Arena) and full rates funding for Civil Defence & Emergency Management. The Unit has an annual budgeted turnover of $40M and employs 265 staff. It is comprised of five Divisions: The Operations Division is an in-house contracting division responsible for the maintenance, operation and construction of PNCC infrastructural networks and facilities including Water and Wastewater Treatment Plants. The Technical Services Division is an in-house professional services division responsible for providing a range of consultancy services to in-house clients. Technical Services manage delivery of the majority of Councils capital and renewal programmes and the professional services associated with these. The Solid Waste Division is an in-house contracting division responsible for Waste and Recycling operations including the Awapuni Resource Recovery Centre and closed landfill management. The Civil Defence & Emergency Management Division. Palmerston North City Council is required by the Civil Defence Act, 2002, and the Rural Fires Act, 1977 to have a level of preparedness under the four R's (Reduction, Readiness, Response and Recovery) to meet any emergency within its boundaries. The division delivers 24/7 capability and prepares the community through education and community programmes. It provides civil defence and rural fire capability with the unit manager being the designated Civil Defence Controller for Palmerston North. The Venues Division operates the Palmerston North Convention Centre to ensure that Palmerston North remains a major convention destination and Arena Manawatu as the provincial venue of choice for sports, entertainment and exhibitions. I am extremely proud of my team. We always look to improve and I personally welcome any feedback or ideas on how we can improve our services. With a background in civil and structural engineering I have been a general manager at Palmerston North City Council since 2000 and spent eight years prior as a local government chief executive. I have an Honours Degree in Civil Engineering (BEHons), am a Fellow of the Institution of Professional Engineers NZ (FIPENZ), a Life Member of Institute of Public Works Engineering Australasia (NZ) (IPWEA) and a Member of the Institute of Directors NZ (MInstD).
