The Banque de France operates as the banker to the France government. The bank manages the accounts of the public paymasters, effects transfers in favor of their creditors, such as officials' salaries, payments to suppliers, and collects payments due to them. It manages the public sector debt and organizes treasury paper tenders. The Banque de France regulates the banking and financial profession for ensuring depositor and investor security. It holds and manages the gold and foreign exchange reserves of the country. The bank also regulates the exchange rates between the euro and other currencies, and carries out the daily oversight of the foreign exchange market. It also provides technical assistance to various foreign countries under bilateral agreements or in close co-ordination with international organizations. The Banque de France was founded by Napoleon Bonaparte in 1800.
