Blossom Consulting and Engineering Inc. (BCE) specializes in designing management strategies for both the built and natural environments, focusing on the interrelationship between water resources and development. As a registered small business in Virginia, BCE offers specialization in two main service areas, consulting and engineering. Together with its affiliates located throughout the Country, BCE brings a network of specialized engineers active in watershed analysis, floodplain management, stormwater infrastructure planning and design, stream and wetland restoration, and construction coordination. Our extensive stormwater management, floodplain modeling and environmental site design experience allows us to integrate restoration, mitigation, and engineering principles in riverine and tidal regions with no adverse environmental impact. In recognition of the importance of our nation's waterways in our quality of life and security, BCE offers full service water resource engineering and leadership consulting. BCE's director and senior engineer, Scott C. Blossom P.E. specializes in environmental leadership stemming from his long term commitment to sustainability and resiliency. As a certified floodplain manager (CFM) and LEED Accredited Professional (LEED AP), Scott has led community and panel discussions regarding land-use planning and incorporation of high performance stormwater practices into urbanized and industrial areas. He has Rosgen training in Fluvial Geomorphology, River Morphology, Assessment, Restoration, and Natural Stream Channel Design and has prepared numerous construction-ready retrofit & restoration plans in tributary watersheds draining to the Chesapeake Bay. Scott is engineer of record on numerous project throughout the Mid-Atlantic and Caribbean, and has specialized in following projects from concept to construction. In recognition of the importance of balancing stakeholder interests, budgets, and resource management, BCE offers full service consultation from project inception to implementation. In addition, BCE offers consultation and leadership training to audiences ranging from University students and young emerging professionals to the corporate environment. Scott's recent project experience includes preparation of stormwater and erosion and controls plans for mixed use development, utilizing the Virginia Runoff Reduction and Energy Balance Methods. Scott also recently participated as part of the Commonwealth of Virginia's team that helped to identify projects and programs for the U.S. Housing and Urban Development's (HUD) National Disaster Recovery Competition (NDRC)*. With his floodplain management background, Scott approaches all projects with forward thinking consideration of community safety and long term functionality. With previous employers, Scott has assisted the City of Newport News and the Counties of Fairfax and James City with Stormwater Local Assistance Fund (SLAF) Grant Applications to help reduce non-point source pollution from stormwater runoff. In addition, Scott's project experience includes base retrofit design for the Naval Support Facility at Dahlgren and project management of shoreline stabilization activities for Naval Facilities Engineering Command (NAVFAC). In addition, Scott has routinely coordinated with the Federal Emergency Management Agency (FEMA) associated with hydraulic modelling, mapping updates, floodplain mitigation and Letters of Map Revision.
