CE&G was founded in 1993 by Principal Engineer Phillip Gregory and Principal Geologist Mitchell Wolfe and has established itself as a respected local leader in providing a range of geologic and geotechnical engineering services for municipalities, public works agencies, and flood control districts. The company has also become known for its work with geotechnical expert witness services and hillside land development. The focus and nature of the work completed by CE&G has evolved over the past two decades. For the first five years, CE&G focused on providing geotechnical and civil engineering services to residential insurance adjusters and to central Contra Costa County cities as peer reviewers and designers of landslide repairs and retaining walls. In 1998, the company grew considerably with contracts with Alameda County and several local cities which came about as a result of El Nino rain years that led to scores of landslide repair and creek projects. At the same time, the residential insurance industry changed and CE&G became more involved with providing expert witness consulting and design for defense attorneys on numerous landslide projects throughout northern California. From 1998 to 2008, CE&G increased its staff to include additional civil and geotechnical engineers and geologists. At the request of several clients developed in the 1990s, CE&G increased the breadth of its design capabilities to include straightforward civil and structural engineering work related to municipal facilities such as parks and local roads. The result was that several of the young engineering staffers brought on in the 2000s became adept at both geotechnical engineering and what was termed to be geo-civil design. Services in the private development sectors also blossomed in the early 2000s as the real estate development bubble grew in the Bay Area. CE&G worked successfully with several local small developers between 2000 and 2008 until the housing market collapsed.
