Separately, Cliff serves as President of Vermont Managed Care, a capitated physician-hospital network in Burlington, Vt. The PHO has 40,000 lives and has consistently returned over 100% of physician risk funds over his tenure at VMC. Cliff also consults to physician and hospital organizations on managed care operations and medical group strategy both directly, and in association with national consulting firms including Navigant Consulting, Insight Health Partners, FTI Consulting and others. He has been active in over 75 markets in the last 8 years consulting to such organizations as Rush System for Health, Jewish Hospital in Louisville, Scott and White Clinic, Ohio State University, Sarasota Memorial Hospital, and many others. Cliff is the former Administrator for Baptist/St. Vincent's Integrated Delivery Organization - Mission:Health - a joint venture between the health system and the North Florida Physician's Association. Mission: Health was a managed care management company handling full risk capitated contracts, PPO contracts and physician administrative support services through aligned clinical and financial incentives. Cliff was previously the Vice President of Managed care for Baptist/St.
