Cost Engineering - Alliance utilizes the latest cost engineering industry software and tools such as the Success Estimator Cost Management System, PC-Cost, RS Means, Crystal Ball and PACES. In addition to utilizing the current industry standard cost engineering software, Alliance uses predictive and risk adaptive tools such as Crystal Ball software by Oracle. This is best in class software for predictive modeling, forecasting, simulation and optimization. This software allows Alliance to provide our clients with additional insights into the critical factors affecting risk and the level of impact for each factor. Once risk is identified, Alliance works with the client to define a tactical approach/decision to reach the objective. The following can be achieved: - Input economic volatility and uncertainty to better manage risk and improve forecast accuracy - Confidence integral calculations, 95% - Identify risk and business drivers, most impact the project - Simulate scenarios utilizing historical cost data Cost Management- Focusing on government mandates, we provide the client with efficiencies of management accounting and budget accounting to prioritize DA operations/global missions. DD Form 1391 - The Department of Defense (DoD) uses the DD Form 1391 to submit requirements and justification to Congress to support funding requirements for military construction. The Programming Administration & Execution (PAX) system assists users in preparing, reviewing, correcting and submitting the DD Form 1391. Alliance personnel have extensive experience developing hundreds of DD Form 1391s while working with the Center of Standardization (COS), U.S. Army Engineering and Support Center (USACE) on installations around the globe. Alliance has extensive experience working with the Department of the Army and Department of State developing master plans. Installation Design Guide - The Installation Design Guide (IDG) provides directives for the mandatory common facility and infrastructure standards for all Army installations.
