DelVal Soil & Environmental Consultants, Inc. was established in 1974 as a soil consulting firm. Over the years DelVal has added a wide array of environmental consulting services to meet our clients' needs. Our professional staff includes soil scientists, geologists, environmental scientists, and wetland scientists. Some of our senior staff include: Dr. William E. Palkovics - President: Dr. Palkovics started his environmental consulting career in 1974. He is a Certified Professional Soil Scientist, Certified Professional Soil Classifier, Certified Professional Agronomist, and Licensed Site Evaluator (DE). He has experience in performing soil testing and evaluations for small and large volume wastewater disposal, soil classification, stormwater infiltration, agronomic crops, geology, geotechinical analysis, wetlands, and environmental assessments. In addition, Dr. Palkovics is experieced in providing expert testimony. Jeffrey S. Clark, P.G. - Senior Hydrogeologist: Jeff Clark is a Professional Geologist licensed in Pennsylvania and has worked in environmental consulting since 1994. A former U.S. Geological Survey Project Chief and Groundwater Flow Modeling Specialist, he has extensive experience in water supply testing, mounding analyses for wastewater disposal, sinkhole and karst hazard investigation, and geotechnical evaluations. He also provides expert testimony. Mark A. Fortna -Senior Environmental Scientist: Mark Fortna has worked in environmental consulting since1991. Mark specializes in environmental site assessments, spill response actions, underground storage tank compliance/removal actions, and soil/groundwater characterization and remediation. Mark is knowledgeable of state (PA, NJ, & DE)and federal environmental regulations necessary for keeping projects in regulatory compliance. Max H. Russick III- Certified Professional Soil Scientist: Max Russick is a Certified Professional Soil Scientist and licensed Sewage Enforcement Officer (PA). Max has conducted soil testing for DelVal since 2006. He is proficient in soil testing for standard and alternate sewage disposal systems, including drip irrigation and micromound systems. Max is also experienced in soil mapping/classification, hydric/alluvial soil delineations, stormwater infiltration testing, and geotechnical evaluations. Jason J. Mease - Wetland Scientist: Jason Mease is a Wetland Scientist who has conducted soil and wetland evaluations for DelVal since 2002. He has experience with wetland delineation, plant studies, alluvial soil delineation, wetland permitting, habitat evaluations, and wetland / riparian area restoration.
