Harris, Smariga & Associates, Inc., (HSA) was founded in 1978 after the merger of Edward Harris and Associates (founded in 1974) and Smariga & Associates (founded in 1977). The firm has grown from 13 employees and has expanded its capabilities from civil engineering and land surveying to include land use planning, landscape architecture and public works. Always a progressive firm and the leader in Western Maryland, HSA was the first to install work stations and computers utilizing AutoCad in 1988. This capability is now coupled with the utilization of total stations and data collectors to obtain and download information. HSA is a full service firm offering total project management and design. We provide personalized service by guiding clients each step of the way, using the most sophisticated techniques to ensure quality through increased precision and sound economic design. All managerial and administrative functions, responsibilities and prerogatives entrusted to and conferred upon employers inherently and by law are retained and vested exclusively with Harris, Smariga & Associates, Inc., including but not limited to the right to exercise our judgment to establish and administer policies, practices and procedures and change them to take whatever action is necessary in our judgment to run our operations efficiently.
