Hilliard provided exclusive land acquisition services and California Public Utilities Company (CPUC) support for Segment 9 of the TRTP requiring negotiation with 84 landowners for the fee acquisition of land to build the new 500/220-kV Whirlwind Substation located in Kern County as well as the acquisition of additional fee tracts in Los Angeles County for the expansion and upgrade of the existing Antelope Substation to accommodate new transmission line contruction and system compensation elements. Southern California Edison (SCE) is one of the nation's largest electric utilities, serving a population of nearly 14 million via 4.9 million customer accounts in a 50,000-square-mile service area in California. SCE's Tehachapi Renewable Transmission Project (TRTP) is the first major transmission project in California being constructed specifically to access multilple renewable generators in a remote renewable-rich resource area of the state. The TRTP is a key component of SCE's infrastructure improvement and expansion program ensuring that California has the robust transmission system essential to a growing region. Phase II of the TRTP, includes 250 miles of new and upgraded electric transmission lines and a substation between eastern Kern County and San Bernardino County.
