He has extensive sailing and shore based management experience with various ship owning and ship management companies based in Singapore. Mr Pan can be said to be a pioneer. Even today, Monsoon is one of the few truly independent, third party, local full service crew manning company operating out of Singapore. Soon after its founding, Monsoon offices were established in Yangon (1992) and Manila (1994) . We further extend our capability with a broad and extensive network of representative recruiting officers in Jakarta (1997), China (1997) , Mumbai (2002) and established strong links with other reliable agencies in Europe. Over the years, we have built up a strong pool of well trained, qualified and experienced seamen who can work onboard all types of ships on all trades.
