North Simcoe Muskoka Local Health Integration Network

As part of the North Simcoe Muskoka LHIN's Integrated Health Service Plan 2010-2013, the LHIN committed developing a Web-based LHIN Balanced Scorecard because it plays an important role in the delivery of up-to-date information to key stakeholders across four domains that are the cornerstones of the LHIN's mission and vision. Traditional reporting systems in health care have focused on providing information about how the organizations were performing from limited perspectives (for example, displaying clinical measures of effectiveness or financial measures of efficiency). The Balanced Scorecard approach is different because it provides a more balanced approach that allows the organization to consider all the important operational measures at the same time. This helps to see whether improvement in one area is achieved at the expense of another. This framework supports three things. One, we maintain our commitment to the health of residents in North Simcoe Muskoka. Two, services are delivered in keeping with our legal responsibility to the Minister of Health and Long-Term Care. And three, health service providers take ownership of and are accountable for system-wide improvement. The key indicators being chosen are intended to tell how the organization is doing. These indicators change over time to reflect shifting organizational goals. Performance levels are reported on quarterly basis and involved the collective work of many levels of staff who participate in the reporting process; together, the indicators provide a good idea of the health of the organization from a variety of perspectives. We are committed to investing over the long term in developing these management processes. We want to make sure we can use the data collected to improve the quality and delivery of services to the individual. We want to promote improvements system-wide. We will continue to work together with health service providers, system partners and the Ministry of Health and Long-Term Care to refine a final set of indicators.
