RCM's Mission Delivery Methodology leverages industry best practices from the Project Management Institute with a systematic approach to manage costs, tasks, and milestones. Key areas include: IT GOVERNANCE: RCM Solutions develops Program Management documentation for our clients and ensures consistency by providing Subject Matter Experts and using a peer review process. We hire competent, credentialed personnel to complement the Government stakeholders. Our peer review process involves internal and external stakeholders, resulting in a consistent, high quality product. PERFORMANCE MEASUREMENT AND ASSESSMENT: Performance measurement and assessment improves the management and delivery of products and services, improves communications, and facilitates program justification. RCM Solutions' approach includes: determining overall objectives; evaluating strategic plans; defining what should and can be measured; collecting consistent data; integrating measurements into the everyday thinking of employees at every level and in every area; linking measurements to incentives; and promptly delivering measurement data to decision makers. EARNED VALUE MANAGEMENT: Recognizing that each project is unique in mission and scope, we recommend customized approaches based on agency standards for implementation. We train program analyst staff, annually review techniques (to ensure we are compliant with ANSI/EIA Standard 748), and update training packages with lessons learned and changes in policy. We review all new investments and programs exhibiting difficulty with compliance to the standards. Based on the type of program, mission scope, investment size, the program WBS, cost estimates, schedules, and the life cycle stage, RCM Solutions tailors the programs EVM requirement and how it will be reported in the OMB Exhibit 300 . RISK MANAGEMENT: RCM Solutions' risk management philosophy establishes a formal process whereby risks are systematically identified, assessed, and managed. As old risks are effectively mitigated and closed, new risks that require risk mitigation are identified. Consequently, risk management is established as a continuing integrative function of identification, analysis, planning, controlling, and reporting. By following a systematic approach, RCM Solutions addresses risks in priority order and identifies effective ways to reduce uncertainties.
