SFF-LD

The SFF-LD is designed to support the construction and reconstruction of infrastructure and the development of public service delivery capacity in targeted areas of Somalia and support the Federal Government and interim administration government capacity to respond to an eligible naturally triggered emergency. In addition to building the capacity of the target Interim Regional Administrations (IRAs), Federal Member States (FMSs) and Federal Government line Ministries in delivering public services and strengthening their legitimacy, the program is aimed at strengthening the use of the government systems by financing its activities with donor funding that is channeled through the treasury to demonstrate FGS's capacity to effectively manage externally funded capital financing projects and pave way for other donors to use its systems. The Rationale for SFF-LD: 1) Continue to support the building of legitimate public sector institutions by using government systems and demonstrating they can work. 2) Play a critical role in helping define the division of roles, responsibilities and capacities between central government and the states in the area of development financing. 3) Rebalance Bank support between the center and the regions.
