State Procurement Service ( SKI ) is a purchasing organization that implement EU tender on behalf of the public and semi-public sector. The result of a SKI contract is a so-called framework agreement that specifies which items can be purchased on the agreement, under what conditions and at what price. With it in hand, a public purchase order its products and to make sure that the obligation to send the item in the contract is up.
