Job Description: Provide portfolio oversight, management and systems engineering support, financial management support, contract management support to assist with USCBYERCOM's mission to integrate and manage Offensive Cyber Operations (OCO) and Defensive Cyber Operations (DCO) capabilities and the resources. Additionally, contribute to the development of various acquisition documents (i.e. Acquisition Decision Memorandum (ADM), Acquisition Plan (AP), Acquisition Strategy (AS), Acquisition Strategy Process Map (ASPM), Information Support Plan (ISP), and Configuration Management Plan (CMP) as well as assist in the preparations, tracking, and monitoring of requisitions (purchase orders and simplified acquisitions) to ensure timely execution. Responsibilities shall include, but are not limited to, the following: Assist in Acquisition Logistics and identify logistical concerns Evaluate the Analysis of Alternatives (AoA) to ensure the recommended Course of Action (COA) is valid and financially feasible Review and provide input to Deficiency Reports (DR) and Engineering Change Proposals (ECP) Conduct affordability assessments on proposed projects Assist with program reviews [i.e. Integrated Baseline Review (IBR), In Progress Review (IPR)] Account for project/program consideration for Information Assurance/System Security Develop Integrated Master Plans (IMP) and Integrated Master Schedules (IMS) for various projects within the Command Develop metrics, reports, updates, and artifacts to measure progress of projects, identify potential/emerging cost/schedule risks, and inform decision-makers/stakeholders accordingly Provide input for spend plan updates/reviews Provide input for Program Objective Memorandum (POM) build and assist with POM planning Prepare contract closeout documentation and transition for appropriate Government officials' review and approval Develop and maintain program baseline and status reports Prepare tasking requests, point papers, briefing charts,spreadsheets, memos and other documents within prescribed timelines for review and analysis Acquire, analyze and prepare presentations of program and budget data for use in program decision making Analyze funding requirements combined with execution history to develop concise descriptions of impacts and alternatives Interpret requests for performance measure information and prepare/analyze program performance measure/metrics. Integrate multiple, distinct, disparate data sources (an example would be budget-performance information pertaining to operational program or programs) to support decision making. Apply advanced business analytics to analyze data related to budget, finance, schedule, capabilities, and processes, and recommend solution for improvement to close any identified deficiencies, omissions, gaps and/or inefficiencies Interpret request for performance measure information and prepare/analyze program performance measures/metrics Prepare reclaim documents, annual travel budget, and multi-year civilian forecastQualified candidates must possess an active TS/SCI with Poly.
