Rule 36 first formed in 1992 and operated three group homes throughout Minnesota. Since then our company has grown, both in size and services. Today we operate 27 programs across the state and provide services for disabled individuals. We are able to provide in-patient and out-patient care, as well as mobile crisis services; whichever is best suitable for the individual. Many of the original homes acquired over the years have been renamed and evolved into different and more sought after uses; as of 2013, Rule 36 Limited Partnerships of Duluth I, II, III, IV and V, currently operate with a capacity to serve 169 residential clients spread throughout: 17 - Certified Corporate Adult Foster Care homes (AFC) 5 - Intensive Rehabilitation Treatment Services (IRTS) homes 1 - Residential Crisis Stabilization Program 1 - Mobile Crisis Team 1 - Residential Substance Use and Co-Occurring Disorders program 2 - Outpatient Substance Use and Co-Occurring Disorders programs 1 - Board and Lodge with Special Services (BLSS) A Timeline of Our Growth 1992 - Rule 36 Limited Partnerships of Duluth was formed in the Spring of 1992 as a Minnesota Limited Partnership, at the time it acquired and operated three MI Group Homes: Esther House - 15 beds in Grand Rapids, MN White Shell - 15 beds in Little Falls, MN Red Castle - 15 beds in Litchfield, MN 1994 - Rule 36 Limited Partnership of Duluth operated those homes for two years and in 1994 formed the Rule 36 Limited Partnerships of Duluth II and acquired an additional three MI group homes: Rathjen House - 14 beds in Albert Lea, MN Nova House - 14 beds in New Ulm, MN Hecla House (now known as Austin Manor) - 14 beds in Austin, MN 1996 - In 1996 the Rule 36 Limited Partnership of Duluth III was formed and four additional homes were acquired: Patricia Duffy - 12 beds in Marshal, MN Gull Harbor - 14 beds in Moorhead, MN Sprucewoods - 12 beds in Bemidji, MN Beeman Place (now known as Willow Haven) - 15 beds in Lake Elmo, MN 1998 - In 1998 two additional MI homes were purchased and the Rule 36 Limited Partnership of Duluth IV was organized: Stepping Stones (now known as Milestones) - 15 beds in Alexandria, MN St. Lukes (now known as New Visions Center) - 25 beds in Alexandria, MN 2002 - In 2002 the Rule 36 Limited Partnership of Duluth V was formed and an additional six adult foster care homes were acquired: Eastern Star - 4 beds in Sauk Rapids, MN Western Star - 4 beds in Sauk Rapids, MN Beacon House - 4 beds in Detroit Lakes, MN Lighthouse - 4 beds in Detroit Lakes, MN Nicollet Place - 4 beds in St. Peter, MN Hillside - 4 beds in St. Peter, MN 2001 - In 2001 an assisted living facility and in 2004 an additional two adult foster care homes were added to Rule 36 Limited Partnership of Duluth: Jan's Place - 4 beds in Litchfield, MN Windsor House - 4 beds in Litchfield, MN Kingsley House - 10 beds in Austin, MN 2004 - In 2004 two additional adult foster care homes were also added to Rule 36 Limited Partnership of Duluth I: Bayview - 4 beds in Detroit Lakes, MN Seashore - 4 beds in Detroit Lakes, MN And Rule 36 Limited Partnership of Duluth III: Briar Rose - 4 beds in Bemidji, MN Odayin House - 4 beds in Bemidji, MN "I am letting you know how much I have liked working with [Rule 36 facility] staff. They have been supportive to the mental health- chemical dependent client who has been there for 90 days. They have been helpful getting the client to staffings. They have gotten her to other mental health counseling sessions. They are always knowing where and what the client is doing. The building is always clean. They know what meds she is on. They give me good feedback and also give me good information when I call the office.
