The Agency started its activity in March of 2009. The establishment of ZREA is the initiative by Jelgava City Council, involving three other municipalities of the region Jkabpils, Auce and Ozolnieki, companies - district heating company "Fortum Jelgava" Ltd. and a housing maintenance management company "Jelgavas Nekustam pašuma prvalde" Ltd., as well as two other societies - "Zintnes inovciju un testšanas centrs" (Scientific Innovation and Testing Centre) and "Zemgales reionlais nevalstisko organizciju atbalsta centrs" (Zemgale Regional NGO Support Centre).
